  sitemap.xml is the only route a crawler has into this site, so a populated
  sitemap outside it publishes nothing. Twelve such files were found. They are

    A 200 that names the homepage as its canonical is not a publishable page:
    submitting it asks Google to treat all 690 of them as the same document.
    A 404 in a sitemap is worse. Linking these would have put 998 such URLs in
    front of Google, so they stay unlinked until the pages themselves are fixed
    or retired. tests/sitemap-graph-health-test.py enforces the same rule.
